. This is the only news I'm
Gene Randall in Afghanistan
00:00:08
a production of violence agreement between
the United States and the Taliban has
00:00:11
apparently led to
00:00:12
a peace deal one designed to pave the way
for direct talks between the insurgents
00:00:16
and the Afghan government the announcement
is expected tomorrow the news is being
00:00:21
greeted with
00:00:21
a mixture of optimism and doubt here is
former Afghan president Hamid Karzai to the
00:00:26
American people are miss it is we are
grateful for the help that she gave us in
00:00:32
areas where there has been
00:00:34
a lot of improvement to the Afghan
society together with the rest of the
00:00:38
international community. Mainland China
reported 337 new corona virus infections
00:00:44
yesterday the lowest daily
number in more than
00:00:45
a month but elsewhere in the world things
are getting worse in South Korea the
00:00:49
hardest hit country outside China the
caseload has swollen to more than 2000
00:00:53
including $256.00 new infections and 13
deaths the World Health Organization is
00:00:58
urging all nations to be alert to the
danger and to act accordingly Nigeria has
00:01:04
reported its 1st covered 19 case it is
the 1st in sub-Saharan Africa and it's
00:01:08
raising fears about what
could follow we get
00:01:11
a report from Henry Ridge Well Nigerian
officials say the confirmed case is that
00:01:15
it's currently
00:01:16
a national who works in Nigeria and return
to Lagos from Milan Italy earlier this
00:01:22
week he is now being treated in
00:01:23
a Lagos hospital and is said to have no
serious symptoms the case has raised fears
00:01:29
of
00:01:29
a potential corona virus outbreak in one
of Africa's most densely populated cities
00:01:35
single cases of the coronavirus have been
detected in Egypt and Algeria but so far
00:01:41
there has been no large scale outbreak on
the continent that was Henry rich while

00:01:48
Switzerland has unveiled a 2 month
ban on public gatherings of
00:01:51

estimated 100 people in quarantine More

00:02:02
News health authorities have announced
they've confirmed the 1st 2 cases of Corona
00:02:06
virus in Mexico
00:02:08
a man in Mexico City who recently visited
Italy tested positive today another
00:02:12
patient is in the northern state of Sinaloa
Brazil is the only other country that's
00:02:16
reported covered 19 in Latin America. The
presidents of Turkey and Russia today
00:02:21
spoke by phone
00:02:22
a day after Syrian government airstrikes
killed 33 Turkish troops it was the
00:02:27
largest church death toll since Aker
after the Syrian conflict in 2016 and
00:02:32
a serious escalation of tensions with
Moscow Meanwhile Turkey is calling on the
00:02:36
international community to impose
00:02:38
a no fly zone in Syria to protect
hundreds of thousands of civilians from
00:02:42
airstrikes in and around it live province
research line reports for v.o.a.
00:02:46
On the situation there nearly 1000000
civilians are camped out near the border with
00:02:51
Turkey under horrific conditions intensified
shelling and airstrikes by Russian
00:02:56
backed Syrian forces trying to retake it
live in northern Syria from rebel groups
00:03:02
has sent people fleeing for their lives but
they do not have anywhere to go Turkey
00:03:07
will not open its borders to them and so
they are stranded close to the area where
00:03:13
the bombing is taking place well tells
Organization spokesman Christian Lindenmayer
00:03:18
tells v.o.a.
00:03:19
Shelter is scarce exposing people to
the harsh elements nearly 170000 newly
00:03:25
displaced people are estimated to be
sleeping out in the open as you know as you
00:03:28
rightfully said which has been exposing
at least 800000 children to temperatures
00:03:33
close to 0 degrees and that's a drama
Lisa filed that report from Geneva
00:03:39
a worker with the u.s. Health and
Human Services Department is filed
00:03:42
a whistleblower complaint about
00:03:44
a lack of protective gear and training
when caring for coronavirus evacuees from
00:03:48
China may be correspondent Ben Thomas has
00:03:51
a report the Department of Health and
Human Services says it's a valuating
00:03:55
a government whistle blowers complaint
alleging federal workers did not have the
00:03:59
necessary protective gear or training when
they were deployed to assist Americans
00:04:04
evacuated from China because of the
coronavirus I would want to get
00:04:07
a report out my team I'm not aware of any
violation of quarantine or or isolation
00:04:12
protocols that's Health and Human
Services secretary Alex as are at
00:04:15
a House hearing Thursday responding to
00:04:17
a question from Congressman Jimmy
go. The California Democrat says
00:04:21
a high ranking Department
official complained that h.h.s.

Employees sent to Travis in March air bases
weren't properly prepared when Thomas
00:04:29
Washington voters in South
Carolina tomorrow cast ballots in
00:04:33
a crucial us presidential primary election
among the questions to be answered
00:04:37
whether self-styled democratic socialist
Bernie Sanders strong bid for the
00:04:40
nomination can be stalled and if former
Vice President Joe Biden can stage
00:04:44
a comeback victory after poor showings

News. Today
00:05:09
is Friday Feb 28th and this is video is
international edition I'm Jason Patinkin in
00:05:15
Washington coming up as the covert 1000
corona virus spreads fears grow that it
00:05:21
could hit
00:05:21
a refugee camp I would find it difficult
to say at the moment everything is done
00:05:26
probably prevented yet it would be
pretty to put it here but the u.s.
00:05:31
And the Taliban are expected to sign
00:05:33
a peace deal tomorrow after 19 years
of war and Zonker of calls for
00:05:38
a no fly zone in Syria after an airstrike
killed $33.00 Turkish soldiers those
00:05:43
stories and more are next.
00:05:51
In our top story today as of Friday there
were more than 83000 coronavirus cases
00:05:57
worldwide and more than 2800 deaths most
of the cases are in China where the number
00:06:03
of new cases has dropped China's National
Health Commission reported $327.00 new
00:06:08
cases and $44.00 deaths early Friday the
lowest number of new cases in more than
00:06:13
a month but in South Korea the hardest hit
country outside China cases surpassed
00:06:18
2000 with 256 new cases and 13 deaths
most of the cases are in Daegu the
00:06:25
southeast the South Korea South Korea's 4th
largest cunt city at least 40 countries
00:06:30
are reporting the virus with some new
cases in new places Mexico New Zealand's
00:06:36
Nigeria Lithuania and Estonia have all now
reported the virus within their borders
00:06:42
in the u.s.
00:06:43
Officials are reporting the 1st coronavirus
case of quote unknown origin and quote
00:06:48
meaning the female victim in Northern
California did not travel outside the u.s.
00:06:52
Or come in contact with anyone who was known
to be infected and in Switzerland the
00:06:57
Geneva auto show was canceled after the
Swiss government put in immediate ban
00:07:02
Friday on all. Public and private events
involving more than $1000.00 people to
00:07:06
limit the spread of the virus as coded
$900.00 spreads around the world aid workers
00:07:12
fear the worst if the virus hits
00:07:14
a major refugee camp in Africa the Middle
East or in Southeast Asia in many camps
00:07:20
thousands of people are packed together
with poor sanitation facilities to find out
00:07:25
more about preparations to protect refugee
camps I spoke earlier today with Dr
00:07:30
Tancred sht a bit of Doctors Without
Borders also known as m.s.f.
00:07:35
Dr bit recently spent 4 weeks in Southeast
Asia assessing prepared this and helping
00:07:40
train health workers including at the Cox's
Bazar refugee camps in Bangladesh where
00:07:45
nearly
00:07:46
a 1000000 Rohingya refugees have fled from
neighboring man Mark here's what he had
00:07:50
to say about the risk of covert 19 for
refugees I would be quite concerned because
00:07:56
people living in those very often crammed
camps immune capacity is lower so
00:08:03
usually they have to deal with a lot
of teachers anyway house isn't in
00:08:07
a particularly strong state and of course
looked particularly at Cox because and.
00:08:15
Quite heavily involved in there so we made
sure that we have an intensive care unit
00:08:20
there prepared so we can isolate people and
can put them there also on ventilation
00:08:27
machine if it comes to the worst thing
but the most important thing would be to
00:08:32
really prevent that to happen because every
refugee camp means death thousands of
00:08:37
people involved and once an outbreak
with Koran I would be inside
00:08:40
a camp it would be very very difficult
to handle because you can prevent
00:08:45
a protest spread it is everywhere and people
are going to number. Houses status is
00:08:51
impaired so what priority is to prevent it
to getting back to 1st place and so can
00:08:56
you talk
00:08:57
a bit about what are the things that
should be done to prevent it from getting.
00:09:03
There in the 1st place one important element
is to check the borders to check the
00:09:07
major haps that means airports border
places called in Bangladesh is close to the
00:09:14
Myanmar border and Myanmar itself has
00:09:16
a land border to China Fortunately those
ways from China all the way to Cox by the
00:09:22
is not an easy way for traveling so at the
moment we know that overseas travelers
00:09:28
are at
00:09:29
a big risk of transmitting the disease so
making sure that everyone who enters the
00:09:34
camp will be screened that if there is
00:09:37
a suspicious case that we find very
creative ways to make the diagnosis if that
00:09:43
diagnosis turns out positive to isolate
that person treat accordingly but make sure
00:09:48
that further spread inside Occam would
be prevented so making sure that at the
00:09:54
entrances of the gate we have
00:09:56
a good screening system and our system
in place to make sure that if there's
00:10:00
a sick patient we can separate them from
the from the healthy ones is there enough
00:10:04
attention is there enough being done right
now to prevent this Corona virus from
00:10:10
entering into refugee camps are the
global health authorities and different
00:10:14
agencies are they taking this seriously
enough and doing enough the trouble is that
00:10:19
just in the last few days we have seen
many many more countries being affected by
00:10:24
the outbreak so yes we need to be concerned
that also in those poor countries and
00:10:29
that's not to be forgotten more than 80
percent of all refugees in the world are
00:10:34
hosted by resource poor countries usually
those refugee camps are at land borders
00:10:40
but they are not usually closed
to be kept tortillas So this is
00:10:44
a little sign of hope I think we have to
be very cautious at the moment because we
00:10:49
know that those people living in those
very very precarious situations will be
00:10:54
affected we know also now Corona cases
have been found in Africa I would find it
00:10:59
difficult to say at the moment everything
is done properly to prevent. Yeah this
00:11:03
would be probably too
positive you know we see
00:11:06
a lot of countries having good
protocols in place no but to have
00:11:09
a good protocol somewhere on written doesn't
how we need to implement it we need to
00:11:15
make sure that our medical stuff on the
ground exactly know how to implement that
00:11:20
to have
00:11:20
a step by step approach what to do when
they see you suspected case how they do the
00:11:25
diagnosis how to separate them and have
that all in place that's crucial it's not
00:11:29
enough to have
00:11:30
a good protocol and somewhere in headquarters
in the ministry it needs to be on the
00:11:35
ground where the people are affected
that was Dr Tom for the Doctors Without
00:11:40
Borders also known as m.s.f.
00:11:44
In Afghanistan the reduction of
violence agreements between the u.s.
00:11:47
And the Taliban is largely holding and
Afghans are getting a 1st glimpse of what
00:11:52
a peace deal between the u.s.
00:11:53
And the Taliban would look like after
nearly 19 years of war the 2 groups are
00:11:58
expected to sign
00:11:59
a peace deal on Saturday at 2 pm local
time in Doha the capital of Hotwire where
00:12:04
for the last 18 months the 2 sides have
been holding grueling negotiations via ways
00:12:10
Afghanistan and Pakistan bureau chief tons
eem is in Doha covering the talks and
00:12:15
gave me an update earlier today the Afghan
government announced that it had banned
00:12:20
6 people to Doha to doctor Taliban about
prisoners would be the Taliban have denied
00:12:25
that and the people here in Doha it is not
clear whether they will meet the Taliban
00:12:30
or whether they will not meet the public
bond and that prisoner release is that
00:12:35
something that could potentially delay
this process further or is that something
00:12:41
that is kind of last minute shuffling of
the chairs but the peace deal is expected
00:12:46
to go through anyways so whole process has
to step the 1st step is the deal between
00:12:52
the u.s. And dollar bond
and that is that they want
00:12:55
a done deal. And they have agreed the u.s.
00:12:59
Has agreed both sides of announced media
are. Around the world is arriving in the
00:13:05
how diplomats from around the world are
arriving that got to the government of
00:13:09
hosting the ceremony so that deal is going
to be signed the 2nd step of that is
00:13:15
within 10 days of signing the deal there's
supposed to be the start of another
00:13:20
negotiation this time between Taleban and
00:13:23
a representative team of other Us gone
that team of all 1520 people is supposed
00:13:30
to have members of government opposition
women human rights activists that said
00:13:34
graph that Bruce's can be delayed not just
because of the prison the relief back
00:13:40
and forth but also because there's
00:13:42
a political crisis in Kabul after the
presidential election 2 candidates both
00:13:48
declared victory that political crisis
is going to make it difficult to form
00:13:54
a team off of cons that all sides is Ok
with and finds it represents them so
00:14:01
the 1st step is going to happen tomorrow
the 2nd step Yes could be delayed and
00:14:07
that's
00:14:08
a concept that's the interest and Afghan
dialogue is that correct yes the 2nd step
00:14:12
is the interim Afghan dialogue and many
observers say that is going to be the more
00:14:17
complicated one and
00:14:19
a lot of people have said that is where the
real work will have to be put in the us
00:14:25
soft on the negotiation those complicated
but at least both sides agreed on the
00:14:31
outcome which is dollar bond wanted us to
00:14:33
a good fortune and us want to do would
go us its forces under the right
00:14:37
circumstances in the end cross gone both
sides disagree on what the future of the
00:14:44
country should look like so on one hand
we have solid blonde who want an Islamic
00:14:50
system and they do claim that they believe
in women rights and human rights but
00:14:54
their definition of what those rights are
is much different from how human rights
00:14:59
activists for women's rights activists
in Afghanistan define. Those rights for
00:15:03
themselves so there's going to be
00:15:05
a more complicated Oshie ation not to mention
that there's going to be some kind of
00:15:11
power sharing because of course the polygon
are not going to just simply give up
00:15:15
everything for nothing and there might be
an insistence on changes in the Afghan
00:15:21
constitution and nobody knows for sure what
the future up of sourness on looks like
00:15:27
so that's going to be the hard work that
needs to be put in and that all sides are
00:15:32
expecting will start this month fingers
crossed going back to the deal between the
00:15:39
u.s. And the Taleban after
the signing on Saturday
00:15:43
a then what are the next steps for
implementing that deal what is expected is
00:15:48
within the 1st few months off
the deal finding the u.s.
00:15:52
Which have 13 cows and soldiers in Afghanistan
right now will bring the number down
00:15:57
to $8600.00 However the u.s.
00:16:00
Has made it very clear that
00:16:03
a lot depends on implementation of everything
on the ground what the Pentagon have
00:16:08
promised is counterterrorism guarantees
they've said that they will work with the
00:16:13
u.s.
00:16:13
To keep Okada at bay and Isis at Bally's
Lovick state add baby not Islamic state
00:16:19
has claimed several attacks in of Gaza
faun during the last one week which was
00:16:25
supposed to be a reduction in
violence week when both the u.s.
00:16:28
And the live longer and the Afghan security
forces were all holding their fire so
00:16:33
the counter-terrorism part of it and how
both sides cooperate on that that will
00:16:39
determine what happens after the u.s.
00:16:42
Reduces its forces to $8600.00 President
Trump recently said in India that from
00:16:48
that point onwards
00:16:50
a lot of other things will determine how
the rest of the reduction happens the
00:16:54
dollar bond have said that
there be live but the u.s.
00:16:58
When we go all its board says however we
have not seen the deal we don't know if
00:17:03
there is
00:17:03
a timeline but we do know as president
from said that things will be interlinked.
00:17:10
That was
00:17:11
a few ways I should tuns
Eamonn in Doha. Hong
00:17:20
Kong police Friday arrested 3 prominent
Hong Kong pro-democracy activists including
00:17:25
media mogul Jimmy live on charges of
illegal assembly lion outspoken critic of
00:17:30
Beijing and 2 other pro-democracy activists
were charged for having taken part in
00:17:34
the in an August protest March live who
did not speak to reporters when he was
00:17:38
released later in the day
is said to have been
00:17:40
a target of criticism by Chinese state
media former legislators each who can and
00:17:46
you were also arrested on the same charges
flee say all 3 are due in court May 5th
00:17:52
u.s.
00:17:52
Stocks fell sharply Friday and were on track
for their worst week since October 2008
00:17:57
as the spreading coronavirus threatens
to derail the global economy the virus
00:18:01
outbreak has been shutting down industrial
centers emptying shops in severely
00:18:05
crimping travel all over the world more
companies are warning investors that their
00:18:09
finances will take
00:18:10
a hit. If you're listening to v.o.a.
00:18:17
News. Despite no fresh violence
in the last 3 days in New
00:18:23
Delhi The death toll from anti Muslim riots
that took place earlier this week in
00:18:28
the Indian city rose to 41 as wounded
people succumbs to their injuries there
00:18:33
remain about 300 people in hospitals for
more on how Muslims and Hindus in India
00:18:38
are recovering from the worst sectarian
clashes in India in years and how India's
00:18:43
ruling
00:18:43
b j p party is responding earlier today I
spoke with journalist. Reka in New Delhi
00:18:49
. Kept up to date. Mocks
led again police of.
00:18:57
Even drones were deployed
to monitor the situation
00:19:01
a lot of advance have been baiting the
something is to ensure that the tuition got
00:19:05
under control now that sounds like
00:19:07
a change from before the police previously
had been accused of letting the riots
00:19:12
happen in not really intervening excellently
the police have come under very heavy
00:19:17
criticism for not preventing divides
from taking on this serious allowing 40
00:19:23
a dog the systematic didn't often take
by both kinda. Cool In fact we have to
00:19:29
have the national security adviser to
actually explain. The riots and who do take
00:19:36
charge off the situation. Under control how
are communities doing in the aftermath
00:19:43
obviously there has been not not only
the injuries and the death toll but
00:19:47
destruction to shrines to mosques to shops
to houses how are people recovering and
00:19:53
picking up the pieces you know
it is going to take people
00:19:57
a lot of time to rebuild their lives
because they died have really devastated.
00:20:04
Many people here have small businesses
small shops it's. Many of the destroyed.
00:20:13
Schools in the area back.
To. Many. I only just
00:20:20
went from there to be a very
skilled Fadia most gauged with
00:20:24
a lot of the homes so
you don't actually see
00:20:26
a lot of people out in the streets as
yet and what does this mean for the
00:20:30
communities themselves obviously India is
an incredibly diverse country although
00:20:37
there have been numerous instances of
sectarian violence in the past Hindus and
00:20:42
Muslims still do live together what is what
is this doing to these communities are
00:20:48
the Hindu and Muslim communities in New
Delhi now very very far apart or is there
00:20:55
a chance for some kind of reconciliation
I think there is a chance they can get
00:20:58
a nation becomes agitated people sort of
leave together in these neighborhoods in
00:21:02
fact in this particular neighborhood
also you have thought of people and
00:21:05
a lot of Muslims and in the aftermath
of that I do you have a lot of
00:21:09
a lot of good stories or want to go on the
golf because well one community should
00:21:13
join those of the of the community also
being pulled off from the whole feeding
00:21:17
them from that idea of doing
something to stop trying to get
00:21:21
a mob to go away for example
if you thought it was
00:21:24
a lot like going to Muslim
optical they are going to do
00:21:26
a lot of good stories coming up as I get
to many of I think situation it is not all
00:21:31
you know the people who are really just
on the glue phone they can often remind
00:21:35
them and it's uncomfortable to have actually
and Bill and provided the gun goes to
00:21:40
the storms which will hold back each other
so hopefully in the long time they're
00:21:45
going to be the building that will be
just established though of course at this
00:21:49
point of time there is still
00:21:50
a lot of feel now last of all looking
politically there's there's been
00:21:54
a an uptick in anti muslim or
violence in particular in the under
00:22:01
the under the administration of Prime
Minister Modi what what politically does this
00:22:07
do these riots mean and have his
government come out and credibly condemns
00:22:13
them or credibly taken action
to to repair the damage
00:22:18
a lot of the polarized atmosphere with.
It's supposed to have actually legs to the
00:22:21
ride has been created by
00:22:23
a new citizenship law that was Basque
in India recently and which Muslims
00:22:27
protesting the citizenship go excludes
Muslims from immigrants who will be granted
00:22:33
nationality completely but in
countries and they worry that this is
00:22:37
a pledge to their citizenship the government
of of course they repeatedly said it
00:22:41
does not send any Indian Muslims at all
that it happened in each bank and so on
00:22:46
however the government simply says that
the protesters are misled and the home to
00:22:51
step up
00:22:52
a charge with the number 2 man and the
government today actually accused opposition
00:22:56
bodies of misleading those who are protesting
this law and creating the score that
00:23:00
I used atmosphere many analysts tell it
to say that the riots of field actually
00:23:05
because of hate speech by members of the
ruling party against the go against That's
00:23:09
the tree have had a lot off in the last
2 months in fact it was comments by
00:23:14
a leader off the beach in the warning
protesters duplicated gold in divided effect
00:23:18
Galia which is supposed to have acted
after to go all the violence. That was
00:23:24
journalist. In New Delhi
India Turkey announced
00:23:29
a revised death toll of 33 Friday from
the Thursday airstrikes by Syria's
00:23:34
government in the war torn
illiberal engine v.o.a.
00:23:37
Is i n
00:23:37
b or has the details Turkey Friday called
for an international no fly zone in Syria
00:23:44
to protect hundreds of thousands of civilians
from government forces airstrikes in
00:23:48
the ad lib region the proposal came hours
after Syrian government forces carried
00:23:53
out an airstrike killing $33.00 Turkish
soldiers in northeast Syria NATO country
00:23:59
ambassadors held emergency
talks at the request of Turkey
00:24:03
a member of the alliance Turkey also
announced that refugees could gain access to
00:24:08
Europe through Turkey Turkey's security
forces have been ordered not to stop the
00:24:13
Exodus at least temporarily reversing
an arrangement made with the e.u.
00:24:18
In 2016 Turkey shares borders would 2
European Union countries Greece and Bulgaria
00:24:24
Greek police reinforcements were deployed
to the country's border checkpoints with
00:24:28
Turkey on Friday to prevent migrants
entering crease Greek police buses were seen
00:24:33
preventing access Meanwhile Bulgaria's
defense minister said Friday they were
00:24:39
sending $1000.00 extra troops to its border
with Turkey to prevent illegal migrant
00:24:44
inflows cross America said
Border Police had prevented
00:24:49
a 2 groups of about 30 people from entering

00:24:54
about 1000000 Syrian refugees have been
displaced and have gathered near the border
00:24:59

00:25:08
Editor Kate pound Dawson spoke with Dorian
Jones age analyst in Istanbul who has
00:25:13
been closely following the story. The
falses have been pounding Syrian regime
00:25:19
targets all across this it lit province
which is the center of fighting between the
00:25:25
regime and the rebels Syrian rebels are
last main stronghold. Defense Minister
00:25:31
Ritchie our colleague said that they opened
200 thought. Claiming to have killed
00:25:37
hundreds of Syrian regime soldiers tanks
helicopters and they said they are now
00:25:41
assessing the affected lives of those
attacks before deciding further steps the
00:25:47
same time he'd be looking to express some
allies in calling for the creation of
00:25:52
a no fly zone over this province the
reason why that is seen as so important
00:25:57
because at the moment Russian jets up being
in I've been acting with impunity along
00:26:04
with Syrian regime forces against the rebels
and the forces and Turkey has not been
00:26:09
able to enter Syrian airspace because
of the presence of Russian forces and
00:26:13
a missile system now on core is looking
to the to its NATO allies them in seeking
00:26:19
to Washington possibly to a ploy a u.s.
00:26:22
Patriot missile system on the Syrian border
which would then create clear the skies
00:26:27
as it was and revive this vital protection
for Turkish forces of the moment was
00:26:32
suffering so badly from the attack so
it has to be said we understand is the
00:26:37
message from NATO and from Washington so
yes we support you guess be on find your
00:26:42
predicament but there is little support
the idea of throwing forces on the ground
00:26:47
but could ultimately come into confrontation
with Russian forces and that is called
00:26:52
a great disappointment and and the same
time the president of one has been speaking
00:26:56
to the Russian president Vladimir Putin
those 2 leaders have agreed to meet at some
00:27:01
point and the outcome of that meeting if
it does occur has seen this key to the
00:27:05
future of this crisis and possibly the
ultimate end of the Syrian civil war and how
00:27:09
that will end now what is the
situation for the refugees. On
00:27:16
the Syrian side of the border with Turkey
what's going on there and wonder what is
00:27:22
Turkey's concern about the refugee situation
the reason why Turkey has deployed
00:27:27
forces military forces into into the
Syrian Italy province is because to
00:27:34
prevent a new exodus of refugees
into Turkey Turkey fears a possibly
00:27:39
a 1000000 maybe 2000000 refugees Well
ultimately ended if the mask over of others
00:27:44
has lost
00:27:44
a place which is our home to over 3000000
people with Giora to women and children
00:27:50
Turkey says we have 3 and
00:27:51
a half 1000000 refugees already in Turkey
from the Syrian civil war we can't take
00:27:55
anymore and that is why Turkey has made
this quite dramatic move it says it's now
00:28:01
opening all those all refugees in Turkey
to go into Europe because it says it can't
00:28:06
take anymore feels look in support from
Europe and now it says that the situation
00:28:11
that Turkey faces should be the problem
of all of Europe what's Europe's reaction
00:28:16
men to that position on the refugees
Well I think it's great deal of all our.
00:28:21
Neighbors Greece area have been ramping
up security forces to protect the long
00:28:28
bulldoze area for the sending soldiers
gives you an indication of all the rising
00:28:33
tensions are rising concerns because both
those countries will be aware of the risk
00:28:39
of another major exodus of refugees
into their house if it happened
00:28:42
a few years ago called chaos for those
countries and for why they are Europe and
00:28:46
ultimately the fear of
00:28:47
a new refugee crisis and being turned main
called over Europe it is now deciding to
00:28:52
play that call. That was journalist
Dorian Jones in Istanbul speaking with my
00:28:58
colleague Kate pound Dawson Somali troops
clashed with the regional militia on
00:29:04
Friday in one of the most serious
outbreaks of fighting yet over political
00:29:07
rivalries in the Horn of Africa country
11 people were killed in the violence
00:29:12
witnesses said tensions spilled over
on Thursday evening between the Somali
00:29:16
national army and the alu Suno while
Jamaah militia that militia is
00:29:21
a group of moderate Sunni
Muslims which has played
00:29:23
a key role in the fight against the al
Qaeda linked al-Shabaab insurgency. That's
00:29:29
going to do it for us today you have been
listening to international edition on The
00:29:34
Voice of America on behalf of our
director not in our engineer p.j.
00:29:39
Elliott I'm Jason Patinkin in Washington
thank you so much for listening.
00:30:07
Welcome to learning English
00:30:09
a daily 30 minute program from the Voice
of America on Jonathan evidence and I'm
00:30:16
Ashley Thompson this program is aimed
at English learners so we speak
00:30:22
a little slower and we use words and phrases
especially written for people learning
00:30:29
English. Today on the program
00:30:36
you will hear from people just oh Dorothy
Gandhi and Alice Bryant later we will
00:30:42
present our American history
series The Making of
00:30:45
a nation. But 1st here is
Pete Musto. In October
00:30:52
26th Tina the head of Russia's
largest oil company traveled to the
00:30:59
birthplace of. The former
president of Venezuela
00:31:05
Rosenau eft Chief Executive Officer
Igor say Chen brought with him
00:31:11
a singing group from Moscow to
celebrate the presentation of
00:31:16
a huge statue of the former
leader Chavez had died 3 years
00:31:22
earlier say Chin's visit marked
00:31:26
a turning point in the relationship
between Russia and Venezuela he spoke to
00:31:33
a crowd of government supporters in Spanish
which he learned in his days working
00:31:40
for the Soviet military in
Africa we have no choice between
00:31:46
victory or death said sation
repeating the words of
00:31:52
a Venezuelan independence hero he
was describing the deepening ties
00:31:58
between Russia and Venezuela in their
competition with the United States
00:32:05
we must achieve victory he said now
the us government wants to break up
00:32:12
that growing partnership as part of its
campaign to remove Chavez's replacement
00:32:20
Nicolas Maduro earlier this month the u.s.
00:32:24
Treasury Department barred American
companies from doing business with the rose
00:32:30
next trading as. It accused
the company the subsidiary of
00:32:36
Russia's state owned oil business
of supporting. As he seeks to
00:32:43
avoid u.s. Sanctions. For months u.s.
00:32:47
Officials have been warning foreign companies
that they could face action if they
00:32:54
continue to do business with Madeira and
his government those warnings have been
00:33:00
directed mainly at Russia the us
government made it illegal for
00:33:07
Americans to buy crude oil from Venezuela
00:33:11
a year ago and government officials
say Russia has processed about
00:33:17
70 percent of Venezuelan oil
sales since that time Francisco
00:33:24
money all day is
00:33:25
a Venezuelan oil expert at Rice
University in Houston Texas he
00:33:32
told the Associated Press the latest actions
should cause concern among companies
00:33:39
in countries that continue to partner
with the Venezuelan state operated oil
00:33:45
company p s a the u.s.
00:33:50
Action could also lead to the ending of
00:33:53
a special license for Chevron
the permit has so far kept the
00:33:59
California based company from having
to pull out of Venezuela Chevron
00:34:06
is
00:34:06
a partner in joint operations
with. Us. Together they
00:34:13
are responsible for about
00:34:15
a 4th of Venezuela's
total oil production in
00:34:21
a statement. Say condemned the
us government for what it called
00:34:28
economic assassination aimed at
taking control of Venezuela's oil
00:34:34
industry. Foreign Minister Jorge
Arias said the new actions
00:34:41
would support Venezuela's case
against the administration of u.s.
00:34:46
President Donald Trump Venezuela is
accusing the administration of crimes
00:34:53
against humanity and is taking the case
to the International Criminal Court
00:35:00
Rosen after operates several
oil fields with p.d.
00:35:04
Vs say that it has controlled since
Chavez's government forced u.s.
00:35:09
Companies out of the country but oil
experts say that as the new go to
00:35:16
supplier of the country's crude oil
supplies Rose NAFTA wins 2 ways
00:35:23
1st Rose left by Venezuela's
high quality mat a 16 crude at
00:35:30
a greatly reduced cost it then
uses money from sales of mad
00:35:36
a $16.00 to pay down
$6500000000.00 lent to p.d.
00:35:42
Vs say since 2014 for the purchase
of Russian made weaponry and other
00:35:49
goods to avoid problems for
buyers in China and India Rose
00:35:56
NAFTA has been using oil transport ships
that try to hide what they are carrying
00:36:03
they turn off their required tracking
systems and carry out risky ship
00:36:10
to ship exchanges off the coast
of West Africa and other areas in
00:36:17
the short term Francisco expects Monday
or oh we'll have to pay more to find
00:36:24
someone else to take on the added risk
of moving the country's oil. That
00:36:30
means Venezuela will have even less money
to import food and medical supplies
00:36:37
or repair its failing electricity
infrastructure and with storage
00:36:44
centers already full
production that is already at
00:36:48
a 70 year low is likely to fall
even further he added still
00:36:55
nobody expects oil sales from Venezuela
to dry up completely That is
00:37:01
unless the u.s.
00:37:03
Navy blocks all of the country's
ports the trumpet ministration has
00:37:09
refused to deny it will do so but
has shown no sign of taking that
00:37:16
action the United States leads
00:37:19
a group of now nearly 60 nations
that recognize Venezuelan opposition
00:37:26
leader won quite go as the country's
rightful leader the group
00:37:32
considers Maduro's 2018
reelection illegal in turn
00:37:39
Russia has accused the Trump administration
of spreading false information to
00:37:46
engineer and overthrow of the
government Richard nephew is an energy
00:37:53
researcher at Columbia University
in New York he helped design the
00:37:59
u.s.
00:38:00
Sanctions policy while at the State Department
during the presidency of Barack Obama
00:38:07
nephew said by not dealing with Rose next
itself and only going after one of its
00:38:14
many parts the effect on Russia's continued
support for him and Darrow will likely
00:38:21
be limited This seems more like
00:38:25
a warning shot designed to look bigger
than it actually is he noted. It's
00:38:31
shooting someone who is Russian sounding
without really punishing the Russians
00:38:37
themselves several pro Putin
lawmakers were dismissive of the
00:38:44
trumpet ministrations efforts they said
they would appeal to the World Trade
00:38:50
Organization to remove what
they described as unlawful u.s.
00:38:56
Actions I think this issue can be
resolved the leddy mayor to jabber of
00:39:03
a member of Russia's upper house of
parliament told our a Navarro's t.v.
00:39:09
News agency they're smart over there
in Rose NAFTA and they will find
00:39:15
a way to get around it I'm Dorothy
Gandhi and I'm Pete Musto.
00:39:47
Hi everyone today let's
start the program with
00:39:51
a question What is your city
famous for making I'll tell you
00:39:58
my answer New York is famous
for making great pizza Here's
00:40:05
another question that follows the same
structure what are you excited about
00:40:11
learning I hope your answer is how to
make sentences that use adjectives
00:40:18
followed by propositions and Jaron that
is the topic of today's every day grammar
00:40:24
program. Without even realizing
it you may already know several
00:40:31
adjectives that use this sentence
structure let's look at 3 of them today
00:40:38
interested excited and bored
now listen to 2 sentences that
00:40:44
use the adjective bored and think
about which sounds more natural
00:40:51
Noemi was bored of doing the same
job. Was bored to do the same
00:40:58
job hopefully the 1st sentence
sounds more natural to you
00:41:05
if so your ears are probably accustomed
to hearing the structure we are exploring
00:41:11
today b.
00:41:13
Plus adjective plus proposition
plus Jaron and in the sentence
00:41:20
was is the verb of being bored
is the adjective of is the
00:41:26
proposition and doing is the Geron
and you may remember that a Geron is
00:41:32
a verb form that ends
and i n g and acts as
00:41:37
a noun if the 2nd example sounds more
natural to you you are likely in the
00:41:44
habit of making the common mistake of
using an infinitive after some adjectives
00:41:52
you may remember that
the infinitive form of
00:41:55
a verb is 2 plus its simplest
form as in to do but
00:42:02
think of the adjective plus
prep a zisha in structure as
00:42:06
a signal that some kind of
noun will follow such as
00:42:11
a Geron and or noun phrase
not an infinitive verb
00:42:17
Ok so I mentioned the adjective
interested excited and bored
00:42:24
now let's look at the propositions that
usually come after them. Listen for the
00:42:31
word that follows interested in the
next example he is interested in
00:42:38
studying abroad the word n.
00:42:42
Is the only prep
00:42:43
a zisha in that can come after the
adjective interested I cannot say for
00:42:50
example I am interested about
studying abroad the good news is that
00:42:57
even though the grammar is not correct the
listener would probably still understand
00:43:03
my meaning Now listen for the
proposition in this example I
00:43:10
am excited about learning to play the
guitar I hope you noted the prep
00:43:15
a zisha about it almost always
follows the adjective excited
00:43:22
finally listen for the prep is ition
in this example they were bored
00:43:29
of staying inside all day that's
right bored of usually goes
00:43:36
together as you can see
in English specific prep
00:43:41
a zisha ans follow specific
adjectives before we go
00:43:48
let's briefly hear what today's example
sound like in the negative form here
00:43:55
are the 3 examples is not interested
in studying abroad he plans to
00:44:02
travel after he finishes school Noemi
was not bored of doing the same job
00:44:10
she learned something new every day I am
not excited about learning to play the
00:44:16
guitar my father is making me do it
can you see how to form the negative
00:44:23
simply add the word not between the b.
00:44:27
Verb and the adjective. But keep in
mind that most native English speakers
00:44:33
use contractions so in real life the
sentences would probably sound more
00:44:40
like he's not interested in studying
abroad and Noemi wasn't bored of doing the
00:44:47
same job so what can you do to
practice the grammar we talked about
00:44:53
today here's one idea try to
familiarize yourself with
00:45:00
a list of about 20 of the most common
adjectives that are followed by propositions
00:45:08
then listen and look for those
adjectives whenever you hear and read
00:45:14
English ask yourself if the speaker
or writer is using the sentence
00:45:21
structure from today's lesson you
can also practice writing your own
00:45:27
sentences and then use them when
you speak or write English to
00:45:33
friends or practice partners while
today's topic is fresh in your mind
00:45:40
here's
00:45:40
a great way to practice right now
answer 12 or all of these questions
00:45:49
What is your city famous for making
what are you excited about learning
00:45:57
what are you not bored of doing
I am very very interested
00:46:04
in reading your answers I'm Alice Bryant.
00:46:20
Welcome to the making of a nation
American history in v.o.a.
00:46:26
Special English I'm Bob Doty with Steve
member we continue the story of the
00:46:33
administration of Herbert Hoover
and we talk about the election of
00:46:38
1932.
00:46:51
President Herbert Hoover worked hard to
rescue would be American economy following
00:46:57
that crash the stock market it
happened in October of 1929
00:47:04
within
00:47:05
a month Hoover called the nation's business
leaders to the White House don't lower
00:47:12
wages the president told them Hoover
called on the bankers at the Federal
00:47:18
Reserve to make it easier for
businesses to borrow money he tried to
00:47:25
provide funds to help farmers get
fair prices for their crops he
00:47:32
pushed Congress to lower
personal taxes and above all the
00:47:38
president urged Americans not to
lose hope in their economy or in
00:47:45
themselves but the economy
was in ruins falling faster
00:47:52
with each passing day of the crisis that
grew into the Great Depression. The
00:47:58
value of stocks had collapsed
millions of workers lost their jobs
00:48:06
the level of industrial production in the
country was less than half of what it had
00:48:12
been before the stock market
crash Hoover's efforts were not
00:48:19
enough to stop the growing crisis in
ever greater numbers people called
00:48:26
on the president to increase federal
spending and provide jobs for people out
00:48:33
of work but the president was
00:48:37
a conservative Republican he did not
think it was the responsibility of the
00:48:43
federal government to provide relief
for poor Americans and he thought it
00:48:50
was wrong to increase spending above the
amount of money that the government
00:48:56
received in taxes the situation
seemed out of control the
00:49:03
nation's government than business leaders
appeared to have no idea how to save the
00:49:09
dollar and put people back to work
Hoover was willing to take steps like
00:49:16
spending government money to help
farmers buy seeds and fertilizer but
00:49:23
he was not willing to give wheat to
unemployed workers who were hungry
00:49:30
he created and them urgency committee
to study the unemployment problem
00:49:37
but he would not launch government
programs to create jobs. Hoover
00:49:44
called on Americans to help their
friends in need but he resisted
00:49:51
calls to spend federal funds for
major relief programs to help the
00:49:58
millions of Americans facing
disaster leaders of the
00:50:04
Democratic Party made the most of the
situation they accused the president
00:50:11
of not caring about the common man
they said Hoover was willing to spend
00:50:18
money to feed starving cattle for
businessmen but not willing to feed poor
00:50:25
children Hoover tried to show the
nation that he was dealing with the
00:50:32
crisis he worked with Congress
to try to save the banks and to
00:50:39
keep the dollar tied to the value of
gold he tried hard to balance the
00:50:46
federal budget and he told Americans
that it was not the responsibility
00:50:53
of the national government
to solve all their problems.
00:51:02
Late in 1931 President Hoover appointed
00:51:06
a new committee on unemployment he
named Walter Gifford to head this
00:51:13
committee Gifford was chief of
00:51:17
a big company American Telephone
and Telegraph but Gifford did
00:51:23
Hoover more harm than good when he
appeared before Congress Gifford
00:51:30
was unable to defend Hoover's
position that relief was the response
00:51:36
ability of local governments and
private giving. He admitted that
00:51:43
he did not know how many people were
out of work he did not know how
00:51:50
many of them needed help or
how much help they needed or
00:51:57
how much money local governments
could raise the situation grew
00:52:04
worse some Americans began to completely
lose faith in their government
00:52:11
they looked to groups with extreme
political ideas to provide answers
00:52:18
some Americans joined the Communist
Party others helped elect state leaders
00:52:25
with extreme political ideas
and in growing numbers people
00:52:32
began to turn to hatred and
violence however most Americans
00:52:39
remained loyal to traditional values
even as conditions grew steadily
00:52:45
worse they looked ahead tonight
teen 32 when they would have
00:52:51
a chance to vote for
00:52:53
a new president leaders of the
Democratic Party felt they had an
00:53:00
excellent chance to capture the White
House in the election and their hopes
00:53:06
increased when the Republicans re nominated
President Hoover and vice president
00:53:13
Charles Curtis in the summer
of 1932 for this reason
00:53:19
competition was fierce for the Democratic
presidential nomination but top
00:53:26
candidate was Franklin Delano Roosevelt
the governor of New York State
00:53:33
Roosevelt had been reelected
to that office by
00:53:37
a large majority just 2
years earlier. He came from
00:53:43
a rich and famous family
but he was seen as
00:53:47
a friend of the common man
Roosevelt was conservative in his
00:53:53
economic thinking but he was
00:53:56
a progressive in his opinion that government
should be active in helping people
00:54:04
Roosevelt had suffered from polio
and could not walk he used
00:54:10
a wheelchair although it was
really shown in news pictures
00:54:17
Franklin Delano Roosevelt 2 main
opponents were Ausmus and John Garner
00:54:25
Smith had been the governor of
New York before Roosevelt garner
00:54:31
a Texan was the speaker of the House
of Representatives together they hoped
00:54:38
to block Roosevelt's nomination and
they succeeded the 1st 3 times
00:54:45
that delegates voted at the Democratic
nominating convention in Chicago
00:54:52
Roosevelt's chief political adviser James
Farley worked hard to find Roosevelt
00:54:59
the votes he needed at the
convention finally Farley found
00:55:06
a solution he made
00:55:08
a deal with the supporters of John
Garner Roosevelt would make garner the
00:55:15
vice presidential nominee if garners
forces voted to make Roosevelt the
00:55:21
presidential nominee Garner
agreed and on the next vote the
00:55:28
Democratic delegates nominated Franklin
Roosevelt to be their presidential
00:55:33
candidate Al Smith was so angry
about the deal that he left
00:55:39
Chicago without congratulating
Roosevelt. Roosevelt wanted to show the
00:55:46
nation that he was the kind of man
to take action that he had more
00:55:53
imagination than Hoover so he broke
tradition and flew to Chicago
00:56:00
it was the 1st time a candidate had
ever appeared at a convention to accept
00:56:06
a nomination. And Roosevelt told the
cheering crowd that together they
00:56:13
would defeat Hoover.
00:56:22
The main issue in the campaign
of 932 was the economy President
00:56:29
Hoover defended his policies Roosevelt
and but Democrats attacked the
00:56:35
administration for not taking enough
action Roosevelt knew that most
00:56:42
Americans were unhappy with the Hoover
administration so his plan during
00:56:49
the campaign was to let Hoover
defeat himself he avoided saying
00:56:55
anything that might make groups of
voters think he was too extreme but
00:57:02
Roosevelt did make clear that he would
move the federal government into action to
00:57:09
help people suffering from the
economic crisis he said he was for
00:57:16
a balanced federal budget but he
also said the government must be
00:57:22
willing to spend extra money to
prevent people from starving
00:57:30
Americans liked what they heard from
Franklin Roosevelt he seemed strong he
00:57:37
enjoyed life and Roosevelt seemed
willing to try new ideas to
00:57:43
experiment with government. Hoover
attacked Roosevelt bitterly during the
00:57:50
campaign he warned that Roosevelt
and the Democrats would destroy the
00:57:56
American system but Americans were
tired of Hoover they thought he
00:58:03
was too serious too afraid of change
to friendly with business leaders
00:58:10
instead of the working man most of
all they blamed Hoover for the hard
00:58:17
times of the Depression on
Election Day Americans voted in
00:58:23
huge numbers for Franklin Roosevelt
and the Democrats Roosevelt
00:58:30
won 42 of the 48 states at
that time the Democrats also
00:58:37
gained
00:58:37
a large majority in both houses
of Congress the election that
00:58:44
ended 12 years of Republican rule in
the White House it also marked the
00:58:51
passing along conservative period
in American political life
00:58:58
Franklin Delano Roosevelt would become one
of the strongest and most progressive
00:59:04
presidents in the nation's history he would
serve longer than any other president
00:59:11
changing the face of America's
political and economic systems.

News. Today
00:05:09
is Friday Feb 28th and this is video is
international edition I'm Jason Patinkin in
00:05:15
Washington coming up as the covert 1000
corona virus spreads fears grow that it
00:05:21
could hit
00:05:21
a refugee camp I would find it difficult
to say at the moment everything is done
00:05:26
probably prevented yet it would be
pretty to put it here but the u.s.
00:05:31
And the Taliban are expected to sign
00:05:33
a peace deal tomorrow after 19 years
of war and Zonker of calls for
00:05:38
a no fly zone in Syria after an airstrike
killed $33.00 Turkish soldiers those
00:05:43
stories and more are next.
00:05:51
In our top story today as of Friday there
were more than 83000 coronavirus cases
00:05:57
worldwide and more than 2800 deaths most
of the cases are in China where the number
00:06:03
of new cases has dropped China's National
Health Commission reported $327.00 new
00:06:08
cases and $44.00 deaths early Friday the
lowest number of new cases in more than
00:06:13
a month but in South Korea the hardest hit
country outside China cases surpassed
00:06:18
2000 with 256 new cases and 13 deaths
most of the cases are in Daegu the
00:06:25
southeast the South Korea South Korea's 4th
largest cunt city at least 40 countries
00:06:30
are reporting the virus with some new
cases in new places Mexico New Zealand's
00:06:36
Nigeria Lithuania and Estonia have all now
reported the virus within their borders
00:06:42

00:06:43
Officials are reporting the 1st coronavirus
case of quote unknown origin and quote

Or come in contact with anyone who was known
to be infected and in Switzerland the

Swiss government put in immediate ban
00:07:02
Friday on all. Public and private events
involving more than $1000.00 people to
00:07:06
limit the spread of the virus as coded
$900.00 spreads around the world aid workers
00:07:12
fear the worst if the virus hits
00:07:14
a major refugee camp in Africa the Middle
East or in Southeast Asia in many camps
00:07:20
thousands of people are packed together
with poor sanitation facilities to find out
00:07:25
more about preparations to protect refugee
camps I spoke earlier today with Dr
00:07:30
Tancred sht a bit of Doctors Without
Borders also known as m.s.f.
00:07:35
Dr bit recently spent 4 weeks in Southeast
Asia assessing prepared this and helping
00:07:40
train health workers including at the Cox's
Bazar refugee camps in Bangladesh where
00:07:45
nearly
00:07:46
a 1000000 Rohingya refugees have fled from
neighboring man Mark here's what he had
00:07:50
to say about the risk of covert 19 for
refugees I would be quite concerned because
00:07:56
people living in those very often crammed
camps immune capacity is lower so
00:08:03
usually they have to deal with a lot
of teachers anyway house isn't in
00:08:07
a particularly strong state and of course
looked particularly at Cox because and.
00:08:15
Quite heavily involved in there so we made
sure that we have an intensive care unit
00:08:20
there prepared so we can isolate people and
can put them there also on ventilation
00:08:27
machine if it comes to the worst thing
but the most important thing would be to
00:08:32
really prevent that to happen because every
refugee camp means death thousands of
00:08:37
people involved and once an outbreak
with Koran I would be inside
00:08:40
a camp it would be very very difficult
to handle because you can prevent
00:08:45
a protest spread it is everywhere and people
are going to number. Houses status is
00:08:51
impaired so what priority is to prevent it
to getting back to 1st place and so can
00:08:56
you talk
00:08:57
a bit about what are the things that
should be done to prevent it from getting.
00:09:03
There in the 1st place one important element
is to check the borders to check the
00:09:07
major haps that means airports border
places called in Bangladesh is close to the
00:09:14
Myanmar border and Myanmar itself has
00:09:16
a land border to China Fortunately those
ways from China all the way to Cox by the
00:09:22
is not an easy way for traveling so at the
moment we know that overseas travelers
00:09:28
are at
00:09:29
a big risk of transmitting the disease so
making sure that everyone who enters the
00:09:34
camp will be screened that if there is
00:09:37
a suspicious case that we find very
creative ways to make the diagnosis if that
00:09:43
diagnosis turns out positive to isolate
that person treat accordingly but make sure
00:09:48
that further spread inside Occam would
be prevented so making sure that at the
00:09:54
entrances of the gate we have
00:09:56
a good screening system and our system
in place to make sure that if there's
00:10:00
a sick patient we can separate them from
the from the healthy ones is there enough
00:10:04
attention is there enough being done right
now to prevent this Corona virus from
00:10:10
entering into refugee camps are the
global health authorities and different
00:10:14
agencies are they taking this seriously
enough and doing enough the trouble is that
00:10:19
just in the last few days we have seen
many many more countries being affected by
00:10:24
the outbreak so yes we need to be concerned
that also in those poor countries and
00:10:29
that's not to be forgotten more than 80
percent of all refugees in the world are
00:10:34
hosted by resource poor countries usually
those refugee camps are at land borders
00:10:40
but they are not usually closed
to be kept tortillas So this is
00:10:44
a little sign of hope I think we have to
be very cautious at the moment because we
00:10:49
know that those people living in those
very very precarious situations will be
00:10:54
affected we know also now Corona cases
have been found in Africa I would find it
00:10:59
difficult to say at the moment everything
is done properly to prevent. Yeah this
00:11:03
would be probably too
positive you know we see
00:11:06
a lot of countries having good
protocols in place no but to have
00:11:09
a good protocol somewhere on written doesn't
how we need to implement it we need to
00:11:15
make sure that our medical stuff on the
ground exactly know how to implement that
00:11:20
to have
00:11:20
a step by step approach what to do when
they see you suspected case how they do the
00:11:25
diagnosis how to separate them and have
that all in place that's crucial it's not
00:11:29
enough to have
00:11:30
a good protocol and somewhere in headquarters
in the ministry it needs to be on the
00:11:35
ground where the people are affected
that was Dr Tom for the Doctors Without
00:11:40
Borders also known as m.s.f.
00:11:44
In Afghanistan the reduction of
violence agreements between the u.s.
00:11:47
And the Taliban is largely holding and
Afghans are getting a 1st glimpse of what
00:11:52
a peace deal between the u.s.
00:11:53
And the Taliban would look like after
nearly 19 years of war the 2 groups are
00:11:58
expected to sign
00:11:59
a peace deal on Saturday at 2 pm local
time in Doha the capital of Hotwire where
00:12:04
for the last 18 months the 2 sides have
been holding grueling negotiations via ways
00:12:10
Afghanistan and Pakistan bureau chief tons
eem is in Doha covering the talks and
00:12:15
gave me an update earlier today the Afghan
government announced that it had banned
00:12:20
6 people to Doha to doctor Taliban about
prisoners would be the Taliban have denied
00:12:25
that and the people here in Doha it is not
clear whether they will meet the Taliban
00:12:30
or whether they will not meet the public
bond and that prisoner release is that
00:12:35
something that could potentially delay
this process further or is that something
00:12:41
that is kind of last minute shuffling of
the chairs but the peace deal is expected
00:12:46
to go through anyways so whole process has
to step the 1st step is the deal between
00:12:52
the u.s. And dollar bond
and that is that they want
00:12:55
a done deal. And they have agreed the u.s.
00:12:59
Has agreed both sides of announced media
are. Around the world is arriving in the
00:13:05
how diplomats from around the world are
arriving that got to the government of
00:13:09
hosting the ceremony so that deal is going
to be signed the 2nd step of that is
00:13:15
within 10 days of signing the deal there's
supposed to be the start of another
00:13:20
negotiation this time between Taleban and
00:13:23
a representative team of other Us gone
that team of all 1520 people is supposed
00:13:30
to have members of government opposition
women human rights activists that said
00:13:34
graph that Bruce's can be delayed not just
because of the prison the relief back
00:13:40
and forth but also because there's
00:13:42
a political crisis in Kabul after the
presidential election 2 candidates both
00:13:48
declared victory that political crisis
is going to make it difficult to form
00:13:54
a team off of cons that all sides is Ok
with and finds it represents them so
00:14:01
the 1st step is going to happen tomorrow
the 2nd step Yes could be delayed and
00:14:07
that's
00:14:08
a concept that's the interest and Afghan
dialogue is that correct yes the 2nd step
00:14:12
is the interim Afghan dialogue and many
observers say that is going to be the more
00:14:17
complicated one and
00:14:19
a lot of people have said that is where the
real work will have to be put in the us
00:14:25
soft on the negotiation those complicated
but at least both sides agreed on the
00:14:31
outcome which is dollar bond wanted us to
00:14:33
a good fortune and us want to do would
go us its forces under the right
00:14:37
circumstances in the end cross gone both
sides disagree on what the future of the
00:14:44
country should look like so on one hand
we have solid blonde who want an Islamic
00:14:50
system and they do claim that they believe
in women rights and human rights but
00:14:54
their definition of what those rights are
is much different from how human rights
00:14:59
activists for women's rights activists
in Afghanistan define. Those rights for
00:15:03
themselves so there's going to be
00:15:05
a more complicated Oshie ation not to mention
that there's going to be some kind of
00:15:11
power sharing because of course the polygon
are not going to just simply give up
00:15:15
everything for nothing and there might be
an insistence on changes in the Afghan
00:15:21
constitution and nobody knows for sure what
the future up of sourness on looks like
00:15:27
so that's going to be the hard work that
needs to be put in and that all sides are
00:15:32
expecting will start this month fingers
crossed going back to the deal between the
00:15:39
u.s. And the Taleban after
the signing on Saturday
00:15:43
a then what are the next steps for
implementing that deal what is expected is
00:15:48
within the 1st few months off
the deal finding the u.s.
00:15:52
Which have 13 cows and soldiers in Afghanistan
right now will bring the number down
00:15:57
to $8600.00 However the u.s.
00:16:00
Has made it very clear that
00:16:03
a lot depends on implementation of everything
on the ground what the Pentagon have
00:16:08
promised is counterterrorism guarantees
they've said that they will work with the
00:16:13
u.s.
00:16:13
To keep Okada at bay and Isis at Bally's
Lovick state add baby not Islamic state
00:16:19
has claimed several attacks in of Gaza
faun during the last one week which was
00:16:25
supposed to be a reduction in
violence week when both the u.s.
00:16:28
And the live longer and the Afghan security
forces were all holding their fire so
00:16:33
the counter-terrorism part of it and how
both sides cooperate on that that will
00:16:39
determine what happens after the u.s.
00:16:42
Reduces its forces to $8600.00 President
Trump recently said in India that from
00:16:48
that point onwards
00:16:50
a lot of other things will determine how
the rest of the reduction happens the
00:16:54
dollar bond have said that
there be live but the u.s.
00:16:58
When we go all its board says however we
have not seen the deal we don't know if
00:17:03
there is
00:17:03
a timeline but we do know as president
from said that things will be interlinked.
00:17:10

News. Despite no fresh violence
in the last 3 days in New
00:18:23
Delhi The death toll from anti Muslim riots
that took place earlier this week in
00:18:28
the Indian city rose to 41 as wounded
people succumbs to their injuries there
00:18:33
remain about 300 people in hospitals for
more on how Muslims and Hindus in India
00:18:38
are recovering from the worst sectarian
clashes in India in years and how India's
00:18:43
ruling
00:18:43
b j p party is responding earlier today I
spoke with journalist. Reka in New Delhi
00:18:49
. Kept up to date. Mocks
led again police of.
00:18:57
Even drones were deployed
to monitor the situation
00:19:01
a lot of advance have been baiting the
something is to ensure that the tuition got
00:19:05
under control now that sounds like
00:19:07
a change from before the police previously
had been accused of letting the riots
00:19:12
happen in not really intervening excellently
the police have come under very heavy
00:19:17
criticism for not preventing divides
from taking on this serious allowing 40
00:19:23
a dog the systematic didn't often take
by both kinda. Cool In fact we have to
00:19:29
have the national security adviser to
actually explain. The riots and who do take
00:19:36
charge off the situation. Under control how
are communities doing in the aftermath
00:19:43
obviously there has been not not only
the injuries and the death toll but
00:19:47
destruction to shrines to mosques to shops
to houses how are people recovering and
00:19:53
picking up the pieces you know
it is going to take people
00:19:57
a lot of time to rebuild their lives
because they died have really devastated.
00:20:04
Many people here have small businesses
small shops it's. Many of the destroyed.
00:20:13
Schools in the area back.
To. Many. I only just
00:20:20
went from there to be a very
skilled Fadia most gauged with
00:20:24
a lot of the homes so
you don't actually see
00:20:26
a lot of people out in the streets as
yet and what does this mean for the
00:20:30
communities themselves obviously India is
an incredibly diverse country although
00:20:37
there have been numerous instances of
sectarian violence in the past Hindus and
00:20:42
Muslims still do live together what is what
is this doing to these communities are
00:20:48
the Hindu and Muslim communities in New
Delhi now very very far apart or is there
00:20:55
a chance for some kind of reconciliation
I think there is a chance they can get
00:20:58
a nation becomes agitated people sort of
leave together in these neighborhoods in
00:21:02
fact in this particular neighborhood
also you have thought of people and
00:21:05
a lot of Muslims and in the aftermath
of that I do you have a lot of
00:21:09
a lot of good stories or want to go on the
golf because well one community should
00:21:13
join those of the of the community also
being pulled off from the whole feeding
00:21:17
them from that idea of doing
something to stop trying to get
00:21:21
a mob to go away for example
if you thought it was
00:21:24
a lot like going to Muslim
optical they are going to do
00:21:26
a lot of good stories coming up as I get
to many of I think situation it is not all
00:21:31
you know the people who are really just
on the glue phone they can often remind
00:21:35
them and it's uncomfortable to have actually
and Bill and provided the gun goes to
00:21:40
the storms which will hold back each other
so hopefully in the long time they're
00:21:45
going to be the building that will be
just established though of course at this
00:21:49
point of time there is still
00:21:50
a lot of feel now last of all looking
politically there's there's been
00:21:54
a an uptick in anti muslim or
violence in particular in the under
00:22:01
the under the administration of Prime
Minister Modi what what politically does this
00:22:07
do these riots mean and have his
government come out and credibly condemns
00:22:13
them or credibly taken action
to to repair the damage
00:22:18
a lot of the polarized atmosphere with.
It's supposed to have actually legs to the
00:22:21
ride has been created by
00:22:23
a new citizenship law that was Basque
in India recently and which Muslims
00:22:27
protesting the citizenship go excludes
Muslims from immigrants who will be granted
00:22:33
nationality completely but in
countries and they worry that this is
00:22:37
a pledge to their citizenship the government
of of course they repeatedly said it
00:22:41
does not send any Indian Muslims at all
that it happened in each bank and so on
00:22:46
however the government simply says that
the protesters are misled and the home to
00:22:51
step up
00:22:52
a charge with the number 2 man and the
government today actually accused opposition
00:22:56
bodies of misleading those who are protesting
this law and creating the score that
00:23:00
I used atmosphere many analysts tell it
to say that the riots of field actually
00:23:05
because of hate speech by members of the
ruling party against the go against That's
00:23:09
the tree have had a lot off in the last
2 months in fact it was comments by
00:23:14
a leader off the beach in the warning
protesters duplicated gold in divided effect
00:23:18
Galia which is supposed to have acted
after to go all the violence. That was
00:23:24
journalist. In New Delhi
India Turkey announced
00:23:29
a revised death toll of 33 Friday from
the Thursday airstrikes by Syria's

for an international no fly zone in Syria
00:23:44
to protect hundreds of thousands of civilians
from government forces airstrikes in

the ad lib region the proposal came hours
after Syrian government forces carried
00:23:53

soldiers in northeast Syria NATO country
00:23:59
ambassadors held emergency
talks at the request of Turkey
00:24:03
a member of the alliance Turkey also
announced that refugees could gain access to
00:24:08
Europe through Turkey Turkey's security
forces have been ordered not to stop the
00:24:13

an arrangement made with the e.u.

In 2016 Turkey shares borders would 2

00:24:24
Greek police reinforcements were deployed
to the country's border checkpoints with
00:24:28
Turkey on Friday to prevent migrants
entering crease Greek police buses were seen
00:24:33
preventing access Meanwhile Bulgaria's
defense minister said Friday they were
00:24:39
sending $1000.00 extra troops to its border
with Turkey to prevent illegal migrant
00:24:44

Border Police had prevented
00:24:49

00:25:08
Editor Kate pound Dawson spoke with Dorian
Jones age analyst in Istanbul who has
00:25:13
been closely following the story. The
falses have been pounding Syrian regime
00:25:19
targets all across this it lit province
which is the center of fighting between the
00:25:25
regime and the rebels Syrian rebels are
last main stronghold. Defense Minister
00:25:31
Ritchie our colleague said that they opened
200 thought. Claiming to have killed
00:25:37
hundreds of Syrian regime soldiers tanks
helicopters and they said they are now
00:25:41
assessing the affected lives of those
attacks before deciding further steps the
00:25:47
same time he'd be looking to express some
allies in calling for the creation of
00:25:52
a no fly zone over this province the
reason why that is seen as so important
00:25:57
because at the moment Russian jets up being
in I've been acting with impunity along
00:26:04
with Syrian regime forces against the rebels
and the forces and Turkey has not been
00:26:09
able to enter Syrian airspace because
of the presence of Russian forces and
00:26:13
a missile system now on core is looking
to the to its NATO allies them in seeking
00:26:19
to Washington possibly to a ploy a u.s.
00:26:22
Patriot missile system on the Syrian border
which would then create clear the skies
00:26:27
as it was and revive this vital protection
for Turkish forces of the moment was
00:26:32
suffering so badly from the attack so
it has to be said we understand is the
00:26:37
message from NATO and from Washington so
yes we support you guess be on find your
00:26:42
predicament but there is little support
the idea of throwing forces on the ground
00:26:47
but could ultimately come into confrontation
with Russian forces and that is called
00:26:52
a great disappointment and and the same
time the president of one has been speaking
00:26:56
to the Russian president Vladimir Putin
those 2 leaders have agreed to meet at some
00:27:01
point and the outcome of that meeting if
it does occur has seen this key to the
00:27:05
future of this crisis and possibly the
ultimate end of the Syrian civil war and how
00:27:09
that will end now what is the
situation for the refugees. On
00:27:16
the Syrian side of the border with Turkey
what's going on there and wonder what is
00:27:22
Turkey's concern about the refugee situation
the reason why Turkey has deployed
00:27:27
forces military forces into into the
Syrian Italy province is because to
00:27:34
prevent a new exodus of refugees
into Turkey Turkey fears a possibly
00:27:39
a 1000000 maybe 2000000 refugees Well
ultimately ended if the mask over of others
00:27:44
has lost
00:27:44
a place which is our home to over 3000000
people with Giora to women and children
00:27:50
Turkey says we have 3 and
00:27:51
a half 1000000 refugees already in Turkey
from the Syrian civil war we can't take
00:27:55
anymore and that is why Turkey has made
this quite dramatic move it says it's now
00:28:01
opening all those all refugees in Turkey
to go into Europe because it says it can't
00:28:06
take anymore feels look in support from
Europe and now it says that the situation
00:28:11
that Turkey faces should be the problem
of all of Europe what's Europe's reaction
00:28:16
men to that position on the refugees
Well I think it's great deal of all our.
00:28:21
Neighbors Greece area have been ramping
up security forces to protect the long
00:28:28
bulldoze area for the sending soldiers
gives you an indication of all the rising
00:28:33
tensions are rising concerns because both
those countries will be aware of the risk
00:28:39
of another major exodus of refugees
into their house if it happened
00:28:42
a few years ago called chaos for those
countries and for why they are Europe and
00:28:46
ultimately the fear of
00:28:47
a new refugee crisis and being turned main
called over Europe it is now deciding to
00:28:52
play that call. That was journalist
Dorian Jones in Istanbul speaking with my
00:28:58
colleague Kate pound Dawson Somali troops
clashed with the regional militia on
00:29:04
Friday in one of the most serious
outbreaks of fighting yet over political
00:29:07
rivalries in the Horn of Africa country
11 people were killed in the violence
00:29:12
witnesses said tensions spilled over
on Thursday evening between the Somali
00:29:16
national army and the alu Suno while
Jamaah militia that militia is
00:29:21
a group of moderate Sunni
Muslims which has played
00:29:23
a key role in the fight against the al
Qaeda linked al-Shabaab insurgency. That's

Pete Musto. In October
00:30:52
26th Tina the head of Russia's
largest oil company traveled to the
00:30:59
birthplace of. The former
president of Venezuela
00:31:05
Rosenau eft Chief Executive Officer
Igor say Chen brought with him
00:31:11
a singing group from Moscow to
celebrate the presentation of
00:31:16
a huge statue of the former
leader Chavez had died 3 years
00:31:22
earlier say Chin's visit marked
00:31:26
a turning point in the relationship
between Russia and Venezuela he spoke to
00:31:33
a crowd of government supporters in Spanish
which he learned in his days working
00:31:40
for the Soviet military in
Africa we have no choice between
00:31:46
victory or death said sation
repeating the words of
00:31:52
a Venezuelan independence hero he
was describing the deepening ties
00:31:58
between Russia and Venezuela in their
competition with the United States
00:32:05
we must achieve victory he said now
the us government wants to break up
00:32:12
that growing partnership as part of its
campaign to remove Chavez's replacement
00:32:20
Nicolas Maduro earlier this month the u.s.
00:32:24
Treasury Department barred American
companies from doing business with the rose
00:32:30
next trading as. It accused
the company the subsidiary of
00:32:36
Russia's state owned oil business
of supporting. As he seeks to
00:32:43
avoid u.s. Sanctions. For months u.s.
00:32:47
Officials have been warning foreign companies
that they could face action if they
00:32:54
continue to do business with Madeira and
his government those warnings have been
00:33:00
directed mainly at Russia the us
government made it illegal for
00:33:07
Americans to buy crude oil from Venezuela
00:33:11
a year ago and government officials
say Russia has processed about
00:33:17
70 percent of Venezuelan oil
sales since that time Francisco
00:33:24
money all day is
00:33:25
a Venezuelan oil expert at Rice
University in Houston Texas he
00:33:32
told the Associated Press the latest actions
should cause concern among companies
00:33:39
in countries that continue to partner
with the Venezuelan state operated oil
00:33:45
company p s a the u.s.
00:33:50
Action could also lead to the ending of
00:33:53
a special license for Chevron
the permit has so far kept the
00:33:59
California based company from having
to pull out of Venezuela Chevron
00:34:06
is
00:34:06
a partner in joint operations
with. Us. Together they
00:34:13
are responsible for about
00:34:15
a 4th of Venezuela's
total oil production in
00:34:21
a statement. Say condemned the
us government for what it called
00:34:28
economic assassination aimed at
taking control of Venezuela's oil
00:34:34
industry. Foreign Minister Jorge
Arias said the new actions
00:34:41
would support Venezuela's case
against the administration of u.s.
00:34:46
President Donald Trump Venezuela is
accusing the administration of crimes
00:34:53
against humanity and is taking the case
to the International Criminal Court
00:35:00
Rosen after operates several
oil fields with p.d.
00:35:04
Vs say that it has controlled since
Chavez's government forced u.s.
00:35:09
Companies out of the country but oil
experts say that as the new go to
00:35:16
supplier of the country's crude oil
supplies Rose NAFTA wins 2 ways
00:35:23
1st Rose left by Venezuela's
high quality mat a 16 crude at
00:35:30
a greatly reduced cost it then
uses money from sales of mad
00:35:36

$6500000000.00 lent to p.d.
00:35:42
Vs say since 2014 for the purchase
of Russian made weaponry and other
00:35:49
goods to avoid problems for
buyers in China and India Rose
00:35:56
NAFTA has been using oil transport ships
that try to hide what they are carrying
00:36:03
they turn off their required tracking
systems and carry out risky ship
00:36:10
to ship exchanges off the coast
of West Africa and other areas in
00:36:17
the short term Francisco expects Monday
or oh we'll have to pay more to find
00:36:24
someone else to take on the added risk
of moving the country's oil. That
00:36:30
means Venezuela will have even less money
to import food and medical supplies
00:36:37
or repair its failing electricity
infrastructure and with storage
00:36:44
centers already full
production that is already at
00:36:48
a 70 year low is likely to fall
even further he added still
00:36:55
nobody expects oil sales from Venezuela
to dry up completely That is
00:37:01
unless the u.s.
00:37:03
Navy blocks all of the country's
ports the trumpet ministration has
00:37:09
refused to deny it will do so but
has shown no sign of taking that
00:37:16
action the United States leads
00:37:19
a group of now nearly 60 nations
that recognize Venezuelan opposition
00:37:26
leader won quite go as the country's
rightful leader the group
00:37:32
considers Maduro's 2018
reelection illegal in turn
00:37:39
Russia has accused the Trump administration
of spreading false information to
00:37:46
engineer and overthrow of the
government Richard nephew is an energy
00:37:53
researcher at Columbia University
in New York he helped design the
00:37:59

00:38:00
Sanctions policy while at the State Department
during the presidency of Barack Obama
00:38:07
nephew said by not dealing with Rose next
itself and only going after one of its
00:38:14
many parts the effect on Russia's continued
support for him and Darrow will likely
00:38:21
be limited This seems more like
00:38:25
a warning shot designed to look bigger

00:38:31
shooting someone who is Russian sounding
without really punishing the Russians
00:38:37

00:39:47
Hi everyone today let's
start the program with
00:39:51
a question What is your city
famous for making I'll tell you
00:39:58
my answer New York is famous
for making great pizza Here's
00:40:05
another question that follows the same
structure what are you excited about
00:40:11
learning I hope your answer is how to
make sentences that use adjectives
00:40:18
followed by propositions and Jaron that
is the topic of today's every day grammar
00:40:24
program. Without even realizing
it you may already know several
00:40:31
adjectives that use this sentence
structure let's look at 3 of them today
00:40:38
interested excited and bored
now listen to 2 sentences that
00:40:44
use the adjective bored and think
about which sounds more natural
00:40:51
Noemi was bored of doing the same
job. Was bored to do the same
00:40:58
job hopefully the 1st sentence
sounds more natural to you
00:41:05
if so your ears are probably accustomed
to hearing the structure we are exploring
00:41:11
today b.
00:41:13
Plus adjective plus proposition
plus Jaron and in the sentence
00:41:20
was is the verb of being bored
is the adjective of is the
00:41:26
proposition and doing is the Geron
and you may remember that a Geron is
00:41:32
a verb form that ends
and i n g and acts as
00:41:37
a noun if the 2nd example sounds more
natural to you you are likely in the
00:41:44
habit of making the common mistake of
using an infinitive after some adjectives
00:41:52
you may remember that
the infinitive form of
00:41:55
a verb is 2 plus its simplest
form as in to do but
00:42:02
think of the adjective plus
prep a zisha in structure as
00:42:06
a signal that some kind of
noun will follow such as
00:42:11
a Geron and or noun phrase
not an infinitive verb
00:42:17
Ok so I mentioned the adjective
interested excited and bored
00:42:24
now let's look at the propositions that
usually come after them. Listen for the
00:42:31
word that follows interested in the
next example he is interested in
00:42:38
studying abroad the word n.
00:42:42
Is the only prep
00:42:43
a zisha in that can come after the
adjective interested I cannot say for
00:42:50
example I am interested about
studying abroad the good news is that
00:42:57
even though the grammar is not correct the
listener would probably still understand
00:43:03
my meaning Now listen for the
proposition in this example I
00:43:10
am excited about learning to play the
guitar I hope you noted the prep
00:43:15
a zisha about it almost always
follows the adjective excited
00:43:22
finally listen for the prep is ition
in this example they were bored
00:43:29
of staying inside all day that's
right bored of usually goes
00:43:36
together as you can see
in English specific prep
00:43:41
a zisha ans follow specific
adjectives before we go
00:43:48
let's briefly hear what today's example
sound like in the negative form here
00:43:55
are the 3 examples is not interested
in studying abroad he plans to
00:44:02
travel after he finishes school Noemi
was not bored of doing the same job
00:44:10
she learned something new every day I am
not excited about learning to play the
00:44:16
guitar my father is making me do it
can you see how to form the negative
00:44:23
simply add the word not between the b.
00:44:27
Verb and the adjective. But keep in
mind that most native English speakers
00:44:33
use contractions so in real life the
sentences would probably sound more
00:44:40
like he's not interested in studying
abroad and Noemi wasn't bored of doing the
00:44:47
same job so what can you do to
practice the grammar we talked about
00:44:53
today here's one idea try to
familiarize yourself with
00:45:00
a list of about 20 of the most common
adjectives that are followed by propositions
00:45:08
then listen and look for those
adjectives whenever you hear and read
00:45:14
English ask yourself if the speaker
or writer is using the sentence
00:45:21
structure from today's lesson you
can also practice writing your own
00:45:27
sentences and then use them when
you speak or write English to
00:45:33
friends or practice partners while
today's topic is fresh in your mind
00:45:40
here's
00:45:40
a great way to practice right now
answer 12 or all of these questions
00:45:49
What is your city famous for making
what are you excited about learning
00:45:57
what are you not bored of doing
I am very very interested
00:46:04
in reading your answers I'm Alice Bryant.
00:46:20
Welcome to the making of a nation
American history in v.o.a.
00:46:26
Special English I'm Bob Doty with Steve
member we continue the story of the
00:46:33
administration of Herbert Hoover
and we talk about the election of
00:46:38
1932.
00:46:51
President Herbert Hoover worked hard to
rescue would be American economy following
00:46:57
that crash the stock market it
happened in October of 1929
00:47:04
within
00:47:05
a month Hoover called the nation's business
leaders to the White House don't lower
00:47:12
wages the president told them Hoover
called on the bankers at the Federal
00:47:18
Reserve to make it easier for
businesses to borrow money he tried to
00:47:25
provide funds to help farmers get
fair prices for their crops he
00:47:32
pushed Congress to lower
personal taxes and above all the
00:47:38
president urged Americans not to
lose hope in their economy or in
00:47:45
themselves but the economy
was in ruins falling faster
00:47:52
with each passing day of the crisis that
grew into the Great Depression. The
00:47:58
value of stocks had collapsed
millions of workers lost their jobs
00:48:06
the level of industrial production in the
country was less than half of what it had
00:48:12
been before the stock market
crash Hoover's efforts were not
00:48:19
enough to stop the growing crisis in
ever greater numbers people called
00:48:26
on the president to increase federal
spending and provide jobs for people out
00:48:33
of work but the president was
00:48:37
a conservative Republican he did not
think it was the responsibility of the
00:48:43
federal government to provide relief
for poor Americans and he thought it
00:48:50
was wrong to increase spending above the
amount of money that the government
00:48:56
received in taxes the situation
seemed out of control the
00:49:03
nation's government than business leaders
appeared to have no idea how to save the
00:49:09
dollar and put people back to work
Hoover was willing to take steps like
00:49:16
spending government money to help
farmers buy seeds and fertilizer but
00:49:23
he was not willing to give wheat to
unemployed workers who were hungry
00:49:30
he created and them urgency committee
to study the unemployment problem
00:49:37
but he would not launch government
programs to create jobs. Hoover
00:49:44
called on Americans to help their
friends in need but he resisted
00:49:51
calls to spend federal funds for
major relief programs to help the
00:49:58
millions of Americans facing
disaster leaders of the
00:50:04
Democratic Party made the most of the
situation they accused the president
00:50:11
of not caring about the common man
they said Hoover was willing to spend
00:50:18
money to feed starving cattle for
businessmen but not willing to feed poor
00:50:25
children Hoover tried to show the
nation that he was dealing with the
00:50:32
crisis he worked with Congress
to try to save the banks and to
00:50:39
keep the dollar tied to the value of
gold he tried hard to balance the
00:50:46
federal budget and he told Americans
that it was not the responsibility
00:50:53
of the national government
to solve all their problems.
00:51:02
Late in 1931 President Hoover appointed
00:51:06
a new committee on unemployment he
named Walter Gifford to head this
00:51:13
committee Gifford was chief of
00:51:17
a big company American Telephone
and Telegraph but Gifford did
00:51:23
Hoover more harm than good when he
appeared before Congress Gifford
00:51:30
was unable to defend Hoover's
position that relief was the response
00:51:36
ability of local governments and
private giving. He admitted that
00:51:43
he did not know how many people were
out of work he did not know how
00:51:50
many of them needed help or
how much help they needed or
00:51:57
how much money local governments
could raise the situation grew
00:52:04
worse some Americans began to completely
lose faith in their government
00:52:11
they looked to groups with extreme
political ideas to provide answers
00:52:18
some Americans joined the Communist
Party others helped elect state leaders
00:52:25
with extreme political ideas
and in growing numbers people
00:52:32
began to turn to hatred and
violence however most Americans
00:52:39
remained loyal to traditional values
even as conditions grew steadily
00:52:45
worse they looked ahead tonight
teen 32 when they would have
00:52:51
a chance to vote for
00:52:53
a new president leaders of the
Democratic Party felt they had an
00:53:00
excellent chance to capture the White
House in the election and their hopes
00:53:06
increased when the Republicans re nominated
President Hoover and vice president
00:53:13
Charles Curtis in the summer
of 1932 for this reason
00:53:19
competition was fierce for the Democratic
presidential nomination but top
00:53:26
candidate was Franklin Delano Roosevelt
the governor of New York State
00:53:33
Roosevelt had been reelected
to that office by
00:53:37
a large majority just 2
years earlier. He came from
00:53:43
a rich and famous family
but he was seen as
00:53:47
a friend of the common man
Roosevelt was conservative in his
00:53:53
economic thinking but he was
00:53:56
a progressive in his opinion that government
should be active in helping people
00:54:04
Roosevelt had suffered from polio
and could not walk he used
00:54:10
a wheelchair although it was
really shown in news pictures
00:54:17
Franklin Delano Roosevelt 2 main
opponents were Ausmus and John Garner
00:54:25
Smith had been the governor of
New York before Roosevelt garner
00:54:31
a Texan was the speaker of the House
of Representatives together they hoped
00:54:38
to block Roosevelt's nomination and
they succeeded the 1st 3 times
00:54:45
that delegates voted at the Democratic
nominating convention in Chicago
00:54:52
Roosevelt's chief political adviser James
Farley worked hard to find Roosevelt
00:54:59
the votes he needed at the
convention finally Farley found
00:55:06
a solution he made
00:55:08
a deal with the supporters of John
Garner Roosevelt would make garner the
00:55:15
vice presidential nominee if garners
forces voted to make Roosevelt the
00:55:21
presidential nominee Garner
agreed and on the next vote the
00:55:28
Democratic delegates nominated Franklin
Roosevelt to be their presidential
00:55:33
candidate Al Smith was so angry
about the deal that he left
00:55:39
Chicago without congratulating
Roosevelt. Roosevelt wanted to show the
00:55:46
nation that he was the kind of man
to take action that he had more
00:55:53
imagination than Hoover so he broke
tradition and flew to Chicago
00:56:00
it was the 1st time a candidate had
ever appeared at a convention to accept
00:56:06
a nomination. And Roosevelt told the
cheering crowd that together they
00:56:13
would defeat Hoover.
00:56:22
The main issue in the campaign
of 932 was the economy President
00:56:29
Hoover defended his policies Roosevelt
and but Democrats attacked the
00:56:35
administration for not taking enough
action Roosevelt knew that most
00:56:42
Americans were unhappy with the Hoover
administration so his plan during
00:56:49
the campaign was to let Hoover
defeat himself he avoided saying
00:56:55
anything that might make groups of
voters think he was too extreme but
00:57:02
Roosevelt did make clear that he would
move the federal government into action to
00:57:09
help people suffering from the
economic crisis he said he was for
00:57:16
a balanced federal budget but he
also said the government must be
00:57:22
willing to spend extra money to
prevent people from starving
00:57:30
Americans liked what they heard from
Franklin Roosevelt he seemed strong he
00:57:37
enjoyed life and Roosevelt seemed
willing to try new ideas to
00:57:43
experiment with government. Hoover
attacked Roosevelt bitterly during the
00:57:50
campaign he warned that Roosevelt
and the Democrats would destroy the
00:57:56
American system but Americans were
tired of Hoover they thought he
00:58:03
was too serious too afraid of change
to friendly with business leaders
00:58:10
instead of the working man most of
all they blamed Hoover for the hard
00:58:17
times of the Depression on
Election Day Americans voted in
00:58:23
huge numbers for Franklin Roosevelt
and the Democrats Roosevelt
00:58:30
won 42 of the 48 states at
that time the Democrats also
00:58:37
gained
00:58:37
a large majority in both houses
of Congress the election that
00:58:44
ended 12 years of Republican rule in
the White House it also marked the
00:58:51
passing along conservative period
in American political life
00:58:58
Franklin Delano Roosevelt would become one
of the strongest and most progressive
00:59:04
presidents in the nation's history he would
serve longer than any other president
00:59:11
changing the face of America's
political and economic systems.
00:59:20
And that's our program for today listen
again tomorrow to learn English 3 stories
00:59:26
from around the world on Jonathan
other things and Ashley Thomson.
