The last few years have seen rapid advances in a number of new technologies aimed at improving the storage and retrieval of information. Information Scientists may be aware of their potential but may have reservations concerning the absence of suitable standards or the short life associated with some developments. This Specialists' meeting brought together a group of experts to explain the practicalities of applying these new, powerful technologies, their success and failures. Topics addressed...

The primary objectives of the second quarter of Phase 11 TAMM were the following: (1). The design of a near infrared (NIR)-800 photodiode array spectrometer, two of which would be used in clinical testing starting in June of 1992. (2). The development of data acquisition and advanced pattern recognition software for analyzing the data collected with the spectrometer. (3). Completion of an ongoing, internal test program with the BI-102 Infrared Analyzer. (4). The establishment of a clinical test...

Although programs for teaching and testing of English as a second language (ESL) are often evaluated for their attention to communicative competence, there is no consensus on the nature of the communicative competence construct(s) and little empirical support for the various explanatory models. The theoretical literature related to communicative competence was surveyed to identify major variables said to comprise the construct. The presence and measurability of such variables were tested in...

The in-flight yaw and spin motion of artillery shells and other munitions is frequently measured by the use of optical sensing and standard RF telemetry techniques. The standard system that is used is called the Yawsonde. The technique that has been investigated replaces this device with an inertial sensor package. This program has determined that all three characteristic rates of motion -- spin, nutation, and precession -- are directly calculable from each of several inertial sensor...

This paper presents solutions to the problem of deadlock due to recursion in concurrent object-oriented programming languages. Two language- independent, system-level mechanisms for solving this problem are proposed: a novel technique using multi-ported objects, and a named-threads scheme that borrows from previous work in distributed computing. We compare the solutions and present an analysis of their relative merits.

This paper describes research conducted to examine the feasibility of using the fisheye concept to present complex diagrams and illustrations for use by Air Force maintenance personnel. Under the fisheye concept, the user is able to select for viewing those portions of graphics or subgraphics in which he is most interested. These items are presented in more detail while surrounding items of less interest are presented in less detail. The research demonstrated that the fisheye concept can be...

A panel of the American Medical Association convened by the Federal Aviation Administration recommended that a computerized test of cognitive function be developed that would detect significant cognitive impairments that might otherwise go unrecognized during a routine physical examination. In response to this need, a computerized test battery, based on current cognitive theory, has been developed that provides a brief screening for disturbances in higher-level cognitive function. This battery...

This thesis deals with intraspeaker correlation analyses of speech sounds, and the possible utilization of this correlation to speech recognition. Current approaches to phonetic classification, regardless of whether they use context-dependent or -independent models, achieve classification based on locally optimum criteria. They make no fundamental assumption about the fact that the same vocal tract is used to make all the phonemes in an utterance. Thus, for example, a system may classify one...

The changes in the world since the demise of the Soviet Union have significantly altered the environment in which the United states seeks to achieve its national objectives. While the threat to the survival of the U.S. has diminished, new and less predictable threats to other of the U.S.'s national interests have emerged. Airpower is uniquely suited to deal with the changing world; an examination of objectives, strategy, doctrine, force structure, and constraints and opportunities shows how...

The Aplacophora are a spicule-covered, vermiform class of Mollusca important in understanding molluscan evolution and the biogeography and ecology of the deep sea. They first became known to scientists from dredgings made in the waters around Scandinavia in 1844. There are about 300 species described worldwide from all oceans at depths between 10 to over 9000 m with many species still undescribed. Most Aplacophora are less than 5 mm in length, ranging from broad and bulky to narrow and...

The simultaneous restructuring of K-12 schools and teacher education programs located in rural regions is of primary importance. This paper explores the philosophical and theoretical rationales for the establishment of partnerships between a regional institution of higher education (IHE) and the local schools in the rural region served by the IHE. The rationales for the development of partnerships are centered on the need for changing school practices based on the needs of society for the...

Four major elements were critical in the creation of the Chula Vista Professional Development School (CVPDS), a joint venture of Chula Vista City Schools (California) and San Diego State University: strong central figures in the university and public schools; powerful, well presented ideas; inclusion of key university and public school figures early in the planning process; and adequate resources. Important factors in the implementation stage were careful attention to communication and to...

In the fall of 1989, the Intersegmental Coordinating Council organized the Data Needs Task Force (DNTF) to determine the feasibility of establishing a transfer rate definition. Specifically, the DNTF was charged with defining the information needed to strengthen intersegmental transfer programs, establishing common definitions (including "transfer student" and "transfer pool"), and reaching agreement on a method for computing a transfer rate. The DNTF evaluated different...

The purpose of this note is to show how hybrid systems may be modeled as products of nonlinear control systems and finite state automata. By a hybrid system, we mean a network of consisting of continuous, nonlinear control system connected to discrete, finite state automata. Our point of view is that the automata switches between the control systems, and that this switching is a function of the discrete input symbols or letters that it receives. We show how a nonlinear control system may be...

The subject of this paper is the design of supersonic combustors which will be required in order to achieve the needed reaction rates in a reasonable sized combustor. A fuel additive approach, which is the focus of this research, is the use of pyrophorics to shorten the ignition delay time and to increase the energy density of the fuel. Pyrophoric organometallic compounds may also provide an ignition source and flame stabilization mechanism within the combustor, thus permitting use of...

A NASA developed multiwavelength pyrometry technique for nongray surfaces was extended to also measure surface temperature in the presence of interfering radiation. This radiation is produced by heat lamps used to raise the temperature of the surface. The necessary instruments are a spectral radiometer, an auxiliary radiation source, and a computer. Four radiation spectra are recorded: (1) the unobstructed spectrum characterizing an auxiliary radiation source; (2) the unobstructed spectrum...

A screen cage ion plating (SCIP) technique was developed to apply silver films on electrically nonconducting aluminum oxide. It is shown that SCIP has remarkable throwing power; surfaces to be coated need not be in direct line of sight with the evaporation source. Scratch tests, employing a diamond stylus with a 200 micro m radius tip, were performed on uncoated and on silver coated alumina. Subsequent surface analysis show that a significant amount of silver remains on the scratched surfaces,...

A method was developed to simulate space debris in the laboratory. This method, which is an outgrowth of research in inertial confinement fusion (ICF), uses laser ablation to accelerate material. Using this method, single 60 micron aluminum spheres were accelerated to 15 km/sec and larger 500 micron aluminum spheres were accelerated to 2 km/sec. Also, many small (less than 10 micron diameter) irregularly shaped particles were accelerated to speeds of 100 km/sec.

Anodized aluminum samples representative of Space Station Freedom structural material were tested for electrical breakdown under space plasma conditions. In space, this potential arises across the insulating anodized coating when the spacecraft structure is driven to a negative bias relative to the external plasma potential due to plasma-surface interaction phenomena. In an effort to understand pyrolysis of Kapton in solar arrays, a computational heat transfer program was developed. This model allows for the different materials and widely divergent length scales of the problem. The present status of the calculation indicates that thin copper traces surrounded by Kapton and carrying large currents can show large temperature increases, but the other configurations seen on solar arrays have adequate heat sinks to prevent substantial heating of the Kapton....
