An annual report of the JSEP (Joint Services Electronics Program) in solid state electronics, quantum electronics, information electronics, control and optimization, and electromagnetic phenomena is presented. Results of the research to date are summarized and significant accomplishments are discussed.

We determine what information about failures is necessary and sufficient to solve Consensus in asynchronous distributed systems subject to crash failures. In [CT91], we proved that W, a failure detector that provides surprisingly little information about which processes have crashed, is sufficient to solve Consensus in asynchronous systems with a majority of correct processes. In this paper, we prove that to solve Consensus, any failure detector has to provide at least as much information as W....

U.S. cold war defense and weapons acquisition strategies were strongly driven by the competition with an adversary who possessed an ever- improving military juggernaut supplied by an active weapons system acquisition pipeline. The new defense and acquisition strategies focus on the potentially dangerous regional challenges we face, while retaining the capability to respond to any emerging global threats. In addressing these challenges, the military equipment we face will often be of very high...

The first true atom interferometer was demonstrated. Using transmission gratings as optical elements for atom deBroglie waves, a three grating atom interferometer was constructed which physically separates atom waves before recombining them. This demonstration was closely followed by two demonstrations of atom interferometers which used laser light as the beam splitters. Atom interferometers will make possible qualitatively new types of experiments involving inertial effects, studies of atomic...

The design of an experimental facility for the study of drag resistance in stationary and fluidized gun propellant beds is described. It establishes the capability for the simulation of flows at five times the Reynolds number and in tubes of four times the cross-sectional area heretofore reported. The design makes possible for the first time, at Reynolds numbers encountered in a ballistic packed bed, unlimited running times. In addition, transient flow conditions can also be simulated.

The automated electric power and environmental control Systems Assessment Model (SAM) determines the heating, cooling, and electric power requirements of a variety of military shelter and tent systems. By using steady state or hour-by-hour temperature profiles, the Model establishes 24-hour cooling or heating requirements. Its database includes all standard Army shelters and tents but has the flexibility to allow the user to create a new rigid-wall shelter or tent or to modify characteristics...

On the basis of two 1983 OPNAV instructions, S34705A entitled 'U.S. Navy Policy Regarding Arctic Polar Region' and S3470.6 entitled 'U.S. Navy Warfare Program', the U.S. Navy is preparing to operate its surface ships at high latitudes on a routine basis in support of the nation's Maritime Strategy. In addressing these operating requirements, the U.S. Navy must evaluate the ability of its surface ships to fulfill their mission when operating near the ice edge in the marginal ice zone, and when...

This report presents the results of Design Qualification Test and Evaluation (DQT and E) testing of the General National Airspace System (GNAS) maintenance Control Center (GMCC). As Test Director, ACN-250 conducted testing at the Federal Aviation Administration (FAA) Technical Center, Atlantic City International Airport, New Jersey. The purpose of DQT and E testing is to verify that the phase I and phase II GMCC design requirements are met. The requirements were successfully demonstrated with...

A comparison of a measured data set with five different model predictions is presented. Three of the predictions use the Low Frequency Bottom Loss model for the area, one prediction uses a geoacoustic model, and one (pure cylindrical spreading) assumes no bottom loss. All five predictions agree with the measured data well, with root-mean-square error under 2.5 dB. The models using bottom loss follow the trend better than cylindrical spreading.

As part of Operation DESERT STORM, the U.S. Army ordered some of its Individual Ready Reserve (IRR) soldiers to report for active duty in January 1991. One IRR training company of 241 light infantrymen was observed throughout its in-processing, basic skills refresher training, and out-processing. This report offers a detailed analysis of their training performance. Biographical and attitudinal information about these infantrymen was obtained from a 12-page IRR survey and from a systematic...

The evolution of a high-speed, compressible, confined, temporally evolving supersonic mixing layer between hydrogen and oxygen gas streams is examined using time-dependent, two-dimensional, numerical simulations that include the effects of viscosity, molecular diffusion, and thermal conduction. The flow shows three distinct mixing regimes: an apparently ordered, laminar stage in which the structures grow due to the initial perturbation; a convective-mixing regimes in which vortices begin to...

A method for producing molecular beams containing molecules in the desired internal (rotational, vibrational, electronic, etc.) state and traveling with the desired velocity is proposed. The method is illustrated by describing the circumstances that would lead to a state-selected and velocity-selected N(sub 2) beam resulting from collisions with Li(+) with N(sub 2).

The class of elliptically contoured distributions, which includes multivariate t-distributions and contaminated normal distributions, serves as a useful generalization of the class of normal multivariate distributions. The density, marginal and conditional densities, and moments of an elliptically contoured distribution are related in a simple fashion to those of a normal distribution. The asymptotic normal distributions of the sample mean and covariance matrix are developed and are compared...

The National Household Education Survey (NHES) was conducted for the first time in 1991 as a way to collect data on the early childhood education experiences of young children and participation in adult education. Because the NHES methodology is relatively new, field tests were necessary. A large field test of approximately 15,000 households was conducted during the fall of 1989 to examine several methodological issues. This report focuses on measurement errors arising from the use of proxy...

Past U.S. policies toward Indian and other Native American languages have attempted to suppress the use of the languages in government-operated Indian schools for assimilating Indian children. About 155 Native languages are spoken today in the United States, but only 20 are spoken by people of all ages. The Native American Languages Act of 1990 and the Alaska Native Language Act of 1990 recognize that language is the basis of Native culture and identity. They outline federal policy for...
