This is the Bureau of Standards reprint of a paper already abstracted together with a section dealing with the behaviour of the Weston cell with rapid temperature changes. In most cases the cells practically attained their normal values within 5 hours after an abrupt change of temperature of over 20 degrees C.

Gives details of the principles involved in the selection and definition of the fundamental electrical units for international adoption. The author considers that the choice of fundamental units depends on (1) accuracy of reproduction from specification, (2) concreteness, (3) ease of reproduction. The standard cell is given preference over the silver voltameter.

In studying the interaction of dual-charged particles (particles with both electric and magnetic charge) , the introduction of a two-dimensional charge space results in a set of dynamical equations governing the behavior of the system that are invariant under rotation in charge space. Systems in which all particles have the same magnetic to electric charge ratio are indistinguishable from conventional electrodynamic systems consisting of ordinary electric charges and electromagnetic fields....

The author first reviews the work dealing with the action of this detector, and then describes experiments made with a view to studying the action of alternating currents of low frequency and to settling some outstanding points which are the subject of controversy. The following appear to be the more important points in the author's summary of conclusions. The detector is capable of detecting a few ten-thousandths of a volt (alternating current of low frequency), and with moderate polarisation...

Equations are given for the critical shear stress on an isotropic rectangular plate and the resulting buckled surface. These equations are solved numerically by using finite trigonometric series as approximations. The results are described and diagrammed, and the closeness of the approximations is analyzed. The method is extended to the case of the orthogonally anisotropic plate.

The primary goal of this project was to continue populating the currently existing web site developed in 1998 in conjunction with the NASA Dryden Flight Research Center and California Polytechnic State University, with more mathematics lesson plans and activities that K-12 teachers, students, home-schoolers, and parents could access. All of the activities, while demonstrating some mathematical topic, also showcase the research endeavors of the NASA Dryden Flight Research Center. The website is...

Assuming that Saturn has trapped radiation belts similar to those of Earth and Jupiter, it is shown that observations of the radial dependence of the intensities, energy spectra, electron-to-proton intensity ratio, and pitch angle distributions of energetic charged particles trapped outside of Ring A can potentially provide information on the existence of Ring E, on the size distribution of the particulate matter therein, and on the magnitude of the radial diffusion coefficient for energetic...

Antiprotons are produced in giant accelerators with typical energies measured in GeV. In the unique LEAR facility of CERN, such antiprotons are decelerated to and cooled at an energy of 5 MeV. The experiments described in this proposal made it possible to slow, store and study antiprotons at dramatically lower energies, 10(exp 10) times lower than ever realized before. Antiprotons from LEAR are slowed to several KeV by sending them through a metal degrader window of a precisely chosen...

In cyclic induction accelerators, the energy of the particles increases slowly in synchronism with the vertical (betatron) magnetic field. As a consequence of the slow acceleration, the charged particles must be confined by the weak focusing magnetic field over long periods of time, and thus field errors, instabilities and radiation losses can impose limitations on the acceleration process. These limitations can be substantially relaxed if the acceleration were to occur rapidly, say over a few...

In magnetic measurements made at the Bureau of Standards it has been found that the heating effect of the current, employed to produce fields of 100 to 300 gauss, changes appreciably the value of the induction for a given field. The usual practice, when an accuracy of 1 % is desired, has been to immerse the coil in an oil bath maintained at a constant temperature of 25 degrees . The object of the present investigation is to determine the magnitude of the temperature effect and to see whether it...

This report describes R&D to measure and model the near-earth space environment and the effects of the environment on spacecraft in orbit. Data from two Compact Environmental Anomaly Sensors (CEASE) were analyzed to derive flux spectra of energetic particles. Data from CEASE were also used to create maps of proton fluxes in the South Atlantic Anomaly at multiple altitudes between 400 and 1650 km. A new approach to modeling the diffusion of energetic electrons in the radiation belts was...

We use numerical simulation to investigate the high-temperature (up to 500K) operation of SOI MOSFETs with Aluminum-Nitride (AIN) buried insulators, rather than the conventional silicon-dioxide (SiO2). Because the thermal conductivity of AIN is about 100 times that of SiO2, AIN SOI should greatly reduce the often severe self-heating problem of conventional SOI, making SOI potentially suitable for high-temperature applications. A detailed electrothermal transport model is used in the...

This report reviews the status of radiation-belt science at the close of the data-acquisition phase (1976-79) of the International Magnetospheric Study (IMS). The purpose is to place recent discoveries in context with respect to long-standing problems, and to indicate possible directions for future research in radiation-belt physics. The review includes a synopsis of results achieved on topics related to the source, energization, transport, and loss processes that affect geomagnetically trapped...

This report constitutes a review of recent progress in the study of charged-particle access, transport, and loss with respect to the earth's magnetosphere. A major objective of studying particle access is to identify the sources of trapped and quasi-trapped radiation. Important progress in this area involves the measurement of comparative ionic abundances in the radiation belts. The historic problem of accounting for cosmic-ray cut-off latitudes as a function of particle energy is being solved...

A theory was developed to compare vibration modes obtained by NASTRAN analysis with those obtained experimentally. Because many more analytical modes can be obtained than experimental modes, the analytical set was treated as expansion functions for putting both sources in comparative form. The dimensional symmetry was developed for three general cases: nonsymmetric whole model compared with a nonsymmetric whole structural test, symmetric analytical portion compared with a symmetric experimental...

A forecast of the total NASA budget required to achieve a manned mission to Mars at around the end of this century is described. A methodology is presented for projecting the major components of the NASA budget, including the NASA base, space flight, space station, Shuttle Derived Launch Vehicle, and the Manned Mars Mission. The NASA base, including administrative expenses, construction of facilities and research and development other than manned flight, is assumed to level off at the present...

AMONG THESE DEVICES IS THE INTERNAL-FLOW JET AUGMENTED FLAP WHEREIN A JET FROM AUXILIARY GENERATORS IS DIRECTED ONTO THE WING FLAP UPPER-SURFACE. Optical trapping forces depend on the difference between the trap wavelength and the extinction resonances of trapped particles. This leads to a wavelength-dependent trapping force, which should allow for the optimization of optical tweezers systems, simply by choosing the best trapping wavelength for a given application. We describe a virtual sound display built around a 12 MHz 80286 microcomputer and special purpose analog hardware. The display implements most of the primary cues for sound localization in the ear-level plane. Static information about direction is conveyed by interaural time differences and, for frequencies above 1800 Hz, by head sound shadow (interaural intensity differences) and pinna sound shadow. Static information about distance is conveyed by variation in sound pressure (first power law)...

Low-speed wind-tunnel tests have been conducted to determine the two-dimensional aerodynamic characteristics of the NACA 65 sub 1-213, a = 0.05, airfoil. The results were compared with data from another low-speed wind tunnel and also with theoretical predictions obtained by using a viscous subsonic method. The tests were conducted over a Mach number range from 0.10 to 0.36. Reynolds numbers based on the airfoil chord varied from about 3 million to 23 million.

A method is proposed to combine a numerical description of a jet in a crossflow with a lifting surface panel code to calculate the jet/aerodynamic-surface interference effects on a V/STOL aircraft. An iterative technique is suggested that starts with a model for the properties of a jet/flat plate configuration and modifies these properties based on the flow field calculated for the configuration of interest. The method would estimate the pressures, forces, and moments on an aircraft out of...
